Preventive measures against break-ins

The ear lobe is thin and it is easy for the burglar to cut.

If the ear lobe is thin, potential burglar can just pry and detach the circled ear lobe from the grill'


The lock that you use should not be too big and loose. It should fit tightly as shown in the picture.
I shall explain the reson why.


This is the ideal ear lobe which is thicker than the one above.


If the lock fits tightly , it may make it more difficult for the burglar to break loose the ear lobe from the grill because he has to break loose both the ear lobes from the grill. But, if the lock is big and it is loose, the potential burglar merely needs to break loose one of the ear lobes .

This type of lock will make it more difficult for the burglar to break in because he has to cut the lock or the grill .

The above are some of the preventive measures that you can take to prevent your house from being broken into. It is not a fool proof method but I guess, it will discourage the burglar from choosing your house as the target.

How upgrading jobs get down

These are the procedures that we adopt before a a proposal is turned into a reality. These are the following steps that we have to go through.

1. The JMC and PVDPMSB discuss a proposal presented by any committee member, the management or the owners in a JMC meeting.

2. The JMC makes a decision on the proposal in a JMC meeting.

3. The PVDPMSB sources the quotations from various contractors. The JMC accepts any quotations from any owners or any committee member . We make sure there are 3 quotations to choose from before we make a decision in a JMC meeting.

4. With the advice of PVDPMSB and after a brainstorming the JMC selects the quotation in a JMC meeting.

5. PVDPMSB issues the PR ( Pre- Requisition ) form to be signed by the JMC.

6. PO ( Purchase Order ) is issued to the contractor.

7. The contractor starts work. PVDPMSB and the committee members monitor the work with the help of feedback from the residents. ( E.g. the work on the humps ).

8. When the job is completed, an invoice is presented to the account department of PVDPMSB.

9. The account department issues the cheque with payment voucher to the JMC.

10. One of cheque signatories from Group A and another from Group B sign the cheque.

11. A Job is completed.

With the number of steps that we take and after a few meetings, it will take a while before a project can take off. Owners can rest assured that there is no room for misuse of our fund. The cheque book is in the custody of PVDPMSB. Any committee member who has an interest in any of the proposals will have to leave the meeting room when a decision is being made.

As for contractual services like the security and cleaning, the payment sums are fixed and the cheques are made in favour of the companies. It's the same for payments made for utilities.

Renewal of the fire insurance

The JMC made the decision to renew the fire insurance policy with Tokio Marine TM life which is the biggest insurance company in Japan. If there is a total loss, we are insured for RM 90 000 000. Total loss is highly unlikely unless PV 10 is totally destroyed in a natural disaster. Our buildings are covered against fire, flood, earthquake and also malicious acts. We are also covered under a public liability policy against third party claims.

The total premium that we have to pay is RM 83 315.30. This amount has to be shared by all the owners. I guess the total amount that each owner has to pay is about RM 100 as reflected in the latest statement. We cannot utilize the management fund to pay for the insurance cover. Our monthly collection is about RM 110 000. If we utilize RM 83 000 from the management fund to pay for insurance, we would not have enough money to pay for electricity bill and other bills.

Meeting with the lift engineer

We had a meeting with the lift engineer, Mr Khoo from Eita Sdn Bhd this morning. We highlighted all our problems to him. Apparently, we told him that the lifts are not intelligent enough. The waiting time is too long. The ride is not smooth and there are some noises here and there. The speed is slow. He was quite concerned over our complaints and promised to look into them. According to him, the speed is already fixed and there is nothing you can do about it. He further said that the lifespan of the lift is about ten to twenty years provided there is a routine maintenance.

Our lifts are under monthly routine maintenance. They oil the parts, clean the lift pit and do some trouble shooting. At the moment , we don't have to pay anything for the routine maintenance as the lifts are still under liability for a period of 18 months. When the liability period is over, the JMC will have to make a decision whether to opt for comprehensive cover or non-comprehensive cover. For comprehensive cover, we have to pay about RM10 000 a month for the routine maintenance and for non comprehensive cover, it's half the amount. The difference is for the comprehensive cover, we don't have to pay anything for any replacement of lift parts. The JMC shall make a decision when the liability period is over.

We don't really have a choice but to live with Eita lifts. To replace all the lifts with some Japanese brands may cost millions. The only thing that we can do is to put some pressure on the lift company to carry out proper routine maintenance of our lifts to cut down the frequency of breakdowns. I think they are committed to do so because it is a young company in the process of building up the Eita brand.

shelter from the rain

We know that this umbrella sticks out like a sore thump at our condo. After cleaning up the guard house to make it look neat, do you really think that we will put a cheap umbrella there. You can rest assured that this thing will not be a permanent feature . It is only a temporary measure taken by us due to the unpredictable weather. We have a couple of options to solve the issue.



The first option is to lenghten the roof so the motorists will not be affected by the rain. The cost to change the roof and the rotor arms is about RM 1400.00. This is the entrance. The exit is not affected by the rain if you use the lane beside the guardhouse.


The second option is to install two canopies as shown in the picture above, one for the exit point and the other for the entrance. The total cost is about RM 4000.00. Based on the feedback from other condos which have installed these canopies, the motorists will still be affected when the rain comes with strong wind. Another one of our concerns is that the motorist is not able to communicate with the security guard due to the barrier as shown in the picture above.
If we can disregard those two minor problems, we may go for the second option.

The stains on the wall caused by the wheels of the motorbikes will be a thing of the past when the bricks are laid against the wall. When the job is completed , the wall will be given a new coat of paint. The whole job is done by our handymen so no extra cost is incurred. As for the bricks, they are partly sponsored by Mr Moh, our in-house renovation contractor.

termination of the cleaning services provider

dear residents,

The JMC have decided to terminate the services of the cleaning company . The management has come out with a tender notice which has been displayed on the notice boards. Anyone who is interested or who knows of any reputable cleaning company can submit their tenders to the management office. The closing date is 4th April 2009.

We shall carry out a tender interview after the expiry date. Platinum is a vast place. It cannot be cleaned up with human workforce alone. They need some sophisticated equipments to work with. We need a professional company with strong resources to do it.

Good news for those who need to rent a second car park

Dear residents,

For those who need to rent a second car park, you don't have to run to Taman Melati and pay an up front cost of RM 1400. We have cut a deal with the developer to take over the management of the unsold car parks.

Effective next week, the transaction can be done at the management office. The cost is RM 300.00 in advance for every 3 months and a refundable deposit of RM 30.00 for the access card.

The deal is a win win situation for both parties. It allows us to generate some income for our management fund by imposing a service fee for every transaction. For your info, there are 180 car parks available to let. For all those residents who have rented the car parks from the developer can now renew your rental at the management office under the new terms and conditions.

There is another piece of good news for those car park owners on the roof top. Our responsible and always caring developer has given us an understanding that the accumulated fund from the rental of the car parks may go towards the cost of linking the roof top car parks in the future. They did not set any time frame for doing so. We just have to be a little patient. We are quite confident that the linked roof top will come a reality so tell your friends who park their cars outside to rent a car park from us today.

The road humps



The humps are now under construction. We ask the contractor to construct the humps at the dangerous spots at BLK C and D first. Hopefully, the residents do not complain about having too many humps in the condo.

Removal of an eyesore.


Now you see it , now you don't. After persistent complaints from the JMC, the developer finally removed the eyesore from our condo.

We wish to link up the guard house to the main building but unfortunately we were told that our action violates the fire prevention act for condominium. In the event of a fire the covered pathway may hamper the firemen from having easy access to the scene of the fire.

The stools in front of the guard house have been completed. This is a value added project that benefits the residents of PV10.

Roof top car park


The JMC had written a letter to PVDSB to bear the cost of linking all the car park. We have yet to receive a reply. Considering that the cost incurred is very high, they will have to give the matter a thorough study. We are keeping our fingers crossed. It is certain that we are not in the financial position to carry out the project unless we will like to use up all our reserves.

Burglary at PV10


The CCTV specialist from Eita power is trying to look for the culprit from the recording in the burglary that occurred at Blk B. They had narrowed down the suspect. It was already established that they used a valid access card to enter the lift lobby. There is a great possibility that it is an inside job. Once we have the right info, it will be passed to the police to carry out an investigation.

Landscaping at the pool area





The area as shown in the picture above will be planted with " pucuk merah " small plants which are similar to those planted around the tennis court. Besides providing some kind of privacy to the pool, they also serve as a barrier to residents who wish to cross over to the pool area bringing dirt and mud along with them. We will like to encourage them to use the walking path when they access the pool.
Owners should not be concerned with the cost as the developer is willing to bear the total cost of the landscaping. Three bamboo plants will also be planted along the corridor. The landscaping job shall start this Friday.
The one thing that can add value to our properties is the landscaping. What sets the high end apart from the rest is the landscaping. Just take a look at Sentul West , a property developed by YTL and some of the condos at Mont Kiara. Their landscaping is impressive. Our property can be like theirs and that is the JMC's vision. Use the high end condo as the benchmark for maintenance but paying the quantum of maintenance fee as the middle end apartment. we can do it if we are united with no team A and B.

Proposal for motorcyclist to be given access cards.

I am sure this proposal will lead to a lot of protests from the owners but before you protest , let"s find find out the reasons why we intend to do so. When you are free, just carry out some observation at the guardhouse. You will notice that these motorcyclists are getting better services that you do. When they stop at the guardhouse, the guards will just press the buttons to allow them to enter. The rationale for them to be given the access cards is not to remove this privilege but is not to burden the guards with this extra duty. The primary duty of the guards at the guardhouse is to prevent uninvited guests from entering our condo. Their attention has already been distracted by having to look after the motorcyclists, the visitors and not to mention those owners who like to enter without access cards.

We understand your concerns that they may misuse the cards by bringing in their second cars. If they bring their second cars, they would have to park illegally. This is where the enforcement will come in. We shall clamp the cars.

Should we decide to implement this proposal, we will have to impose some stringent conditions. Each unit will be entitled to one extra card. You will have to bring your motorcycle reg card as proof of ownership to apply for the cards. . The registered name on the card must be similar to owner's. Over at my condo, we have been practising it for for the past four years and we have not encountered any major problems. It was well received by the owners when I proposed it to the management but I don"t know how the owners at PV10 will feel about it. There are pros and cons.

This is one of the dangerous spots which is highlighted by an owner . When you exit from the glass door, make sure you keep an eye for any cars that are moving along this one way stretch. We also noticed that the floor is not numbered

We shall propose to the management to build some humps to slow down the traffic and to number the floor.

Barrier Gate And Lift Lobby Access Card System



Effective 15 March 2009, residents and vehicles entering barrier gate/lift lobby without access cards and car stickers are strictly prohibited from entering PV10 condo.

The security officer reserves the right to disallow you or your vehicles without access card and car sticker to enter the condo.

Please also be advised that update your car stickers if you have lost your car sticker, change new vehicles or etc at the management office as soon as possible..

We instructed the management to come out with the above notice knowing that there are many owners who can come in without using the the access cards. The reason why we terminated the previous security was because they did not enforce the house rules strictly. The problems have been minimized under the new company but we are not satisfied as there are complaints that there are still owners who enjoy special privileges.
We told the security bluntly that they have to buck up. We may decide to seal the buttons and instead they will be given access cards or we may decide to impose a fine on the security company for each car that they press the button to allow them to enter. We told them that it's not fair for them to clamp the cars because in the first place they are the one to allow them to come in without cards or stickers.
We also want the owners to co-operate with the management. If your cars are without stickers, please apply for one. You may have lost your stickers. Get a new one because we have cut down cost of new cards and stickers.

During the first AGM to form the JMC, there were 13 committee members. Along the way , a few of them resigned for reasons which were only known to them. The JMC is well aware that there is a need to increase the size of the committee for the the JMC to be more effective. We are not in the position to appoint new committee members but you feel that you are a team player and has a little spare time for social work, you can give us your contact number and we shall call you to discuss your appointment as a new committee member.

The JMC is satisfied with the work done to the wall. With the tiles, there is an upmarket touch ( image ) to the place. It is maintenance free .Hopefully, we can find another sponsor to do the rest of the area.
There shall be some owners who do not like the striking colour but then, we can't please everyone.

SERVICES AVAILABLE FROM THE MANAGEMENT

These are the extra services available at PV10

1. Residents may borrow a ladder from the management if they need to change their lights on the ceiling . We allow the the residents to borrow a ladder during the office hours mainly because a ladder is a big item and not many people keep it in the house.

2. If you have anything that you want to sell or an apartment to let , you may advertise it through our bulletin board. A minimal fee of RM 1.00 will be imposed for a duration of 1 week.

3. We also attend to minor repairs in the house .

Proposals for PV10

The JMC feels that the area around the guardhouse is very dark in the night. We wish to brighten up the area with some decorative lights to reflect the image of the condo and for safety
reason.


We wish to make a request to DBKL to turn this road into one way which will greatly ease the congestion at the guardhouse. With one way , cars which are going out will not cross into cars which are coming in.
Before we do that, we need to get the some feedback from the residents with regards to our proposals. If you are travelling to the city, you will not be incovenienced but if you are travelling
to Teratai mewah aparments, you may need to circle around our condo before you reach the Indian temple heading towards teratai mewah. There shall be pros and cons. Therefore, your views on the matter are important for us to make a decision.

For the purchase of dustbins to be placed on all the floors, three quotations were submitted by the management to the JMC. The JMC chooses the type of dustbin to be used with the recommendation of the management. The JMC made the final decision .

Purchase order.

The purchase order was issued and signed by the chairman before it can be executed. All the purchase orders which are above RM 1000.00 must be approved by the JMC and signed by the chairman or his representative. In this case, the JMC chose the quotation with the lowest price.
Cheque for payment to the supplier will also be signed by the office bearers and the committee members whom I had listed out in my previous blog. The JMC will not sign any cheque of which the purchase order is not approved by the JMC. The significant of the Act 663 is that it gives the JMB total control over the fund collected from the owners.
