The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;JMC&lt;/span&gt; makes a decision on the proposal in a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;JMC&lt;/span&gt; meeting.&lt;br /&gt;&lt;br /&gt;3. The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;PVDPMSB&lt;/span&gt; sources the quotations from various contractors. The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;JMC&lt;/span&gt; accepts any quotations from any owners or any committee member . We make sure there are 3 quotations to choose from before we make a decision in a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;JMC&lt;/span&gt; meeting.&lt;br /&gt;&lt;br /&gt;4. With the advice of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;PVDPMSB and after a brainstorming &lt;/span&gt;the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;JMC&lt;/span&gt; selects the quotation in a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;JMC&lt;/span&gt; meeting.&lt;br /&gt;&lt;br /&gt;5. &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;PVDPMSB&lt;/span&gt; issues the PR ( &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;Pre&lt;/span&gt;- Requisition ) form to be signed by the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_14"&gt;JMC&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;6. PO ( Purchase Order ) is issued to the contractor.&lt;br /&gt;&lt;br /&gt;7. The contractor starts work. &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;PVDPMSB&lt;/span&gt; and the committee members monitor the work with the help of feedback from the residents. ( E.g. the work on the humps ).&lt;br /&gt;&lt;br /&gt;8. When the job is completed, an invoice is presented to the account &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_16"&gt;department&lt;/span&gt; of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_17"&gt;PVDPMSB&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;9. The account &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_18"&gt;department&lt;/span&gt; issues the cheque with payment voucher to the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_19"&gt;JMC&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;10. One of cheque signatories from Group A and another from Group B sign the cheque.&lt;br /&gt;&lt;br /&gt;11. A Job is completed.&lt;br /&gt;&lt;br /&gt;With the number of steps that we take and after a few meetings, it will take a while before a &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_20"&gt;project&lt;/span&gt; can take off. Owners can rest assured that there is no room for misuse of our fund. &lt;span style="color:#33cc00;"&gt;&lt;span style="color:#ff0000;"&gt;The&lt;/span&gt; &lt;/span&gt;&lt;span style="color:#ff0000;"&gt;cheque book is in the custody of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_21"&gt;PVDPMSB&lt;/span&gt;&lt;/span&gt;. Any committee member who has an interest in any of the proposals will have to leave the meeting room when a decision is being made.&lt;br /&gt;&lt;br /&gt;As for contractual services like the security and cleaning, the payment sums are fixed and the cheques are made in favour of the companies. If there is a total loss, we are insured for RM 90 000 000. Total loss is highly unlikely unless PV 10 is totally destroyed in a natural disaster. Our buildings are covered against fire, flood, earthquake and also malicious acts. We are also covered under a public liability policy against third party claims.&lt;br /&gt;&lt;br /&gt;The total premium that we have to pay is RM 83 315.30. This amount has to be shared by all the owners. I guess the total amount that each owner has to pay is about RM 100 as reflected in the latest statement. We cannot utilize the management fund to pay for the insurance cover. Our monthly collection is about RM 110 000. We highlighted all our problems to him. Apparently, we told him that the lifts are not intelligent enough. The waiting time is too long. The ride is not smooth and there are some noises here and there. The speed is slow. He was quite concerned over our complaints and promised to look into them. According to him, the speed is already fixed and there is nothing you can do about it. He further said that the lifespan of the lift is about ten to twenty years provided there is a routine maintenance.&lt;br /&gt;&lt;br /&gt;Our lifts are under monthly routine maintenance. They oil the parts, clean the lift pit and do some trouble shooting. At the moment , we don't have to pay anything for the routine maintenance as the lifts are still under liability for a period of 18 months. When the liability period is over, the JMC will have to make  a decision whether  to opt for comprehensive cover or non-comprehensive cover. For comprehensive cover, we have to pay about RM10 000 a month for the routine maintenance and for non comprehensive cover, it's half the amount. The difference is for the comprehensive cover, we don't have to pay anything for any replacement of lift parts. The JMC shall make a decision when the liability period is over.&lt;br /&gt;&lt;br /&gt;We don't really have a choice but to live with  Eita lifts. To replace all the lifts with some Japanese brands may cost millions. The only thing that we can do is to put some pressure on the lift company to carry out proper routine maintenance of our lifts to cut down the frequency of breakdowns. The cost to change the roof and the rotor arms is about RM 1400.00. This is the entrance. The total cost is about RM 4000.00. Based on the feedback from other condos which have installed these canopies, the motorists will still be affected when the rain comes with strong wind. We have cut a deal with the developer to take over the management of the unsold car parks.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#cc0000;"&gt;Effective next week, the transaction can be done at the management office. The cost is RM 300.00 in advance for every 3 months and a refundable deposit of RM 30.00 for the access card.&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#cc0000;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#000000;"&gt;The deal is a win win situation for both parties. It allows us to generate some income for our management fund by imposing a service fee for every transaction. For your info, there are 180 car parks available to let. For all those residents who have rented the car parks from the developer can now renew your rental at the management office under the new terms and conditions.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;There is another piece of good news for those car park owners on the roof top. Our responsible and always caring developer has given us an understanding that the accumulated fund from the rental of the car parks may go towards the cost of linking the roof  top car parks in the future. They did not set any time frame for doing so. We just have to be a little patient. When you are free, just carry out some observation at the guardhouse. You will notice that these motorcyclists are getting better services that you do. When they stop at the guardhouse, the guards will just press the buttons to allow them to enter. The rationale for them to be given the access cards is not to remove this privilege but  is not to burden the guards with this extra duty. The primary duty of the guards at the guardhouse is to prevent uninvited guests from entering our condo. Their attention has already been distracted by having to look after the motorcyclists, the visitors and not to mention those owners who like to enter without access cards.&lt;br /&gt;&lt;br /&gt;We understand your concerns that they may misuse the cards by bringing  in their second cars. If they bring their second cars, they would have to  park illegally. This is where the enforcement will come in. We shall clamp the cars.&lt;br /&gt;&lt;br /&gt;Should we decide to implement this proposal, we will have to impose some stringent conditions. Each unit will be entitled to one extra card. You will have to bring your motorcycle reg card as proof of ownership to apply for the cards. . The registered name on the card must be similar to owner's. Over at my condo, we have been practising it for for the past four years and we have not encountered any major problems. It was well received by the owners when I proposed it to the management but I don"t know how the owners at PV10 will feel about it. The reason why we terminated the previous security was because they did not enforce the house rules strictly. The problems have been  minimized under the new company but we are not satisfied as there are complaints that there are still owners who enjoy special privileges.&lt;/div&gt;&lt;div align="justify"&gt;We told the security bluntly that they have to buck up. We may decide to seal the buttons and instead they will be given access cards or we may decide to impose a fine on the security company for each car that they press the button to allow them to enter. We told them that it's not fair for them to clamp the cars because in the first place they are the one to allow them to come in without cards or stickers.&lt;/div&gt;&lt;div align="justify"&gt;We also want the owners to co-operate with the management. If your cars are without stickers, please apply for one. You may have lost your stickers. TSS Security Sdn Berhad has been appointed to take over from them effective 1st February 2009. The guards will in deep grey uniforms.The JMC had a couple of meetings with them before they are appointed. There will 8 guards and 1 officer for the day shift and the same for the night shift. The cost is RM4.30 per hour for the normal guards and RM 5.00 per hour for the officers. The total cost is RM 30,000 monthly which is slightly lower than what we are paying previously.&lt;br /&gt;&lt;br /&gt;We told the new company, we hoped to see some changes in the aspect of enforcement. No more owners' cars at the visitors' parking lots. No more in and out without the access cards. No more walk in visitors without being registered. We have also set certain procedures for visitors' car park. They are allowed to park for four hours after which they have to inform the guards to extend it should they need to stay longer. For overnight visitors prior permission need to be obtained from the management office. If the office is closed, permission can be obtained from the guardhouse. After midnight, visitors are not allowed to come in by cars but the guards have been told to use their discretion for some special circumstances like the sick or relatives who are from outstations.&lt;br /&gt;&lt;br /&gt;We shall monitor the new company closely. Hopefully, the residents can provide us with some feedback on the performance of the company. When we change, we change for the better. The officers must do a good job of providing good leadership to the junior guards. What we want is consistency in their performance. Be firm but polite. With tiles, the place will have an upmarket image and it is maintenance free.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Some tiling work will also be done to the area outside the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;surau&lt;/span&gt;, the management office and the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;JMB&lt;/span&gt; office. All these work will be carried out after the Chinese new Year.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Besides the tiling work, we have also decided to place some clocks in the gym, the hall and the management office. Currently, you do not see any dustbins at the lift lobbies above the ground lobbies. Sometimes you may see cigarette butts and pieces of paper around these areas. The number at the guardhouse is the same number as the management office that is o3-40241488. The security guard at the guard house will have the direct link to the staff and other gov departments.&lt;br /&gt;&lt;br /&gt;As for last night of which the blackout occured at about 11.00 pm, the guard informed the chargeman and the handyman. They were already at PV10 at about 11.30 pm. The problem was linked to the transformer located at Platinum walk. This was a problem that should be resolved by TNB. Electricity was restored to all the blocks at about 5.00 in the evening. When there is a blackout, only one lift from each block should be running. One is the BMF ( Building Management Fund ) account and the other is the Sinking Fund account. The maintenance fees that you pay will go into the BMF account and 10% of the maintenance fee that you pay will go into the Sinking fund. We shall also open a fixed deposit account for the sinking fund and any surplus fund from the BMF in the near future.&lt;br /&gt;&lt;br /&gt;Building Management Fund is utilized to pay for day to day expenditures incurred to maintain our condo. The money is used :&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;1 to pay for electricity to run the lifts and to lighten up the common area.&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;2. to pay for security services.&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;3. to pay for routine maintenance on the lifts.&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;3. to pay for management fee for appointing PVDPMSB.&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;4. to pay administration staff engaged by PVDPMSB&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;5. to pay for routine maintenance on the gen-set, water pumps , swimming pool and others.&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;5. to pay for cleaning services.&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;6. to pay for repair jobs and minor upgrading jobs.&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#ff0000;"&gt;7. to pay for water at the common areas.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;The sinking fund is utilized for major upgrading job like a repainting job, replacement of the lifts and other major repair jobs that incur a high cost.&lt;br /&gt;&lt;br /&gt;The JMC shall be prudent in the utilization of the funds. We are well aware that these funds belong to all the owners of PV10 and we are only trustee to the fund. The JMC's main objective is build up a strong reserve for the future. The JMC is also well aware that in 5 to 10 years time, there shall be wear and tear to the lifts and other equipments. The paint job may have deteriorated to the extent that it may look like a run down flat. We may need to carry out a repainting job which incur a high cost. That is the time when we need to use the sinking fund. We shall not use any of the fund for things that do not benefit the residents.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;The sinking fund will only be utilized after obtaining the consent of majority of the owners in an E.G.M. or in an A.G.M. &lt;/span&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;span style="color:#cc6600;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;I shall give you the breakdown of our expenditures when we have finalized the takeover from the developer. At least, you know what you are paying for. It kept me occupied the whole morning. Some messages were quite intimidating. The first message that I received was that he called me stupid for removing the car parks at the back of the guardhouse. If it's so serious, there would have been a big outburst from the owners. I said that we did it for the convenience of the owners. Moreover, we have ample parking lots for visitors which some owners abused. Our priority is the owners and not the visitors. He did not bite my argument and went on to say something about the students which I feel is his main issue. I told him to &lt;strong&gt;list out all his issues&lt;/strong&gt; to the management. He replied that " Don waste my time. You know all the issues " I further reminded him that should anything happen to any of the committee members, I will not &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_14"&gt;hesitate&lt;/span&gt; to pass his message to the police. I guess this guy must be linked to a small group of owners. We haven't spent any money on anything yet, there is already allegation of corruption.. This is the type of owner who will resort to character assassination and making all kinds of slanderous remarks to create a negative perception of the JMC. I am sure he is already carrying out a smear campaign. You can bet that the next AGM will be a hot affair for the owners. They will scream and shout, they will bang tables to intimidate you creating disharmony among the communities who live here. As I have said in my previous blog, our motto is integrity, transparency and accountability. If you have done nothing wrong, you have nothing to fear.&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;If he knows someone is stealing, why didn't he make a report to the police or the security. Whatever we do or the management does will not satisfy him. He will make use of every opportunity to &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;&lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_14"&gt;attack&lt;/span&gt;&lt;/span&gt; the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_16"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;JMC&lt;/span&gt;&lt;/span&gt; or the management. I have come across many types of these owners who link us to money in whatever thing we do. &lt;span style="color:#ff0000;"&gt;He sounded like Platinum is a big gold&lt;/span&gt; &lt;span style="color:#ff0000;"&gt;mine.&lt;/span&gt;&lt;/p&gt;&lt;br /&gt;&lt;p align="justify"&gt;&lt;span style="color:#ff0000;"&gt;Did he give us any credit when we revised the cost of the new card and the damaged card? Did he give us any credit when the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_17"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_16"&gt;JMC&lt;/span&gt;&lt;/span&gt; decided to waive the 5% surcharge on water? Did he realize that the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_18"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_17"&gt;JMC&lt;/span&gt;&lt;/span&gt; save about RM 200 000 on the lift maintenance fee and the swimming pool maintenance fee when we managed to convince the developer to waive them for 18 months? Did we do all these for money???????????? &lt;/span&gt;&lt;span style="color:#000000;"&gt;I was only appointed to the post for 3 weeks. Students' issues ( I may elaborate more in my next blog ) need time to be resolved. Overcrowding and social behaviours are not something that you can solve overnight. We are not from the barbaric society by taking laws into our own hands. Damaged sticker: RM 10.00&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="left"&gt;&lt;/p&gt;&lt;p align="left"&gt;For the lost card for the 1st time and the 2&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;nd&lt;/span&gt; time, we are charging a higher rate because we wish to place some value on the cards and to serve as &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;deterrent&lt;/span&gt; so that residents will take good care of their cards. The new rates will be effective in the year 2009.&lt;/p&gt;&lt;p align="left"&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;As for the water bill, the residents have to pay according to the rate set by &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Syabas&lt;/span&gt;. However, the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;JMC&lt;/span&gt; has decided to abolish the 5% surcharge on the water bill effective 2009.&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="left"&gt;&lt;span style="color:#000000;"&gt;With these changes, we are sending a message to the owners that we have the authority to set the rules for Platinum. Simply said, we call the shot here. We will like to be owners friendly simply because we are owners ourselves . We started off with the guardhouse. We have decided to remove the five visitors' &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;car parks&lt;/span&gt; at the back of the guardhouse as shown in the picture above to make it easier for the cars to make an exit. Besides removing the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_5"&gt;car parks&lt;/span&gt;, we may decide to build two concrete stools ( subject to  cost ) in its place to make the area around the guardhouse more spacious and neater.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;We may plaster the corridor leading to the toilet and the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;gym&lt;/span&gt; with 5 foot tiles for easy maintenance. If you were to look closely at the picture above, you can see many stains on the wall. With the tiles, besides providing easy maintenance, it may also change the image of the place.&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;The taxi bay may be moved further back to make it easier for cars to enter. The management may apply to &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;DBKL&lt;/span&gt;&lt;/span&gt; to turn the road into one way to solve the problem of traffic congestion in front of the guardhouse.&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;To monitor the use of the swimming pool, the management will look into ways to register ( please comment ) the residents who will like to use the pool. The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;JMC&lt;/span&gt;&lt;/span&gt; felt that by registering the residents, it may prevent some  outsiders from using the pool, prevent a specific group of tenants from using the pool and to get the residents to comply with the rules .&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;To cut down noise pollution from the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_9"&gt;shop lots&lt;/span&gt;, certain plants will be planted in front of the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_10"&gt;shop lots&lt;/span&gt;.The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;JMC&lt;/span&gt; is in the position to make positive changes to Platinum and will continue to do so when &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;necessary&lt;/span&gt;. How can we keep our properties in good condition if there is insufficient fund in the account. If a condo is in a deplorable condition, it is a sign that there is insufficient fund to carry out any major repair jobs. Our condo should not be under this category and it is the duty of the JMC to see that it will not occur.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;According to the balance sheet given to the JMC in the unaudited financial reports, there is a shareholder's fund of RM182,831.98 as at 31/10/2008. Our financial position should be very strong and we will definitely maintain it that way. It is the JMC's responsibility to maintain a very strong reserves in the account. We shall be prudent in our expenditure without compromising on quality. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;The JMC is well aware that we need fund to carry out major repairs in another 5-10 years time due to wear and tear to our equipments in the lifts, gen-set, water pumps and others. We may also need to carry out a repainting job. How many condos you see around Setapak with a new coat of paint? We can do it because our properties are still new. Not much fund will be incurred for any repair jobs because the equipments that we have now are still new. Our collection for maintenance fees exceeds 95%. This particular act was drafted by the goverment mainly to protect the interests of the owners. We, owners cannot call our properties our own unless we are in possession of the strata-titles. Strata -titles take a long time to be issued by the land office. Many condos are without strata-title even after years of owning the properties. Some developers deliberately do not want to apply for the titles. Without the strata titles, all condos shall be managed by the developers. We, owners are at their mercy. We have no rights to determine the maintenance fees. We have no rights to make changes to the house rules. We have no rights to look into the account. By the time we receive the strata-titles which enable us to manage our own properties, more often than not we find that there is no more money in the account. The sinking fund is nil. This is the reason why this act 663 was drafted to give the rights to the owners themselves to manage their own properties. A body named JMB ( Joint Management Body ) is formed through an AGM called by the developer. Committee members are elected to form the JMC ( Joint Management Committee ) which acts on behalf of the JMB. &lt;span style="color:#ff0000;"&gt;The JMB exercises its control by taking over the BMA ( Building Maintenance&lt;/span&gt; &lt;span style="color:#ff0000;"&gt;Account) from the developer&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;How do we manage our own properties? There are two options that we can use. The first one, we manage the properties ourselves. We collect the maintenance fees. We enforce the house rules. We appoint all the contractual servicing companies. We pay ourselves wages to do the work. This option is not viable at all for the simple reason that there shall be conflict of interests. There shall be allegations of corruption and abuse of fund. Committee members may abuse the power granted to them. All these may lead to many disputes among owners.&lt;br /&gt;&lt;br /&gt;The second option is to engage a management agent to manage our properties. This is the option that we are adopting at Platinum. We pay them to do the job. The JMC has unanimously appointed PVD Property Management Sdn Bhd to be our management agent. They will take care of the day to day operation at Platinum. They are responsible for appointing all the contractual servicing companies. We control the cost. We control their expenditures. We have also set certain procedures ( I shall elaborate in another post ) for making payments. We have also appointed four signatories ( listed on the JMB notice board ) to the bank account. There shall be check and balance. All decisions are made by the JMC and not the chairman himself.&lt;br /&gt;&lt;br /&gt;What is the rationale for appointing PVDPMSB ( Platinum Victory Development Property Management Sdn Bhd ) to be our management agent. PVDPMSB is the subsidiary of PVDSB, the developer. Our properties are still under the defect liability period. Any complaints made by the owners shall be attended to more speedily since they have the resources to do it. One plus point is that the fees that they charge us is reasonable. Many management companies are in the business to make money. Most of them are profit orientated. PVDPMSB is different because they have to maintain a high standard of services. They are not in it for the profit mainly because the developer will like to use PV10 as the selling point for the other properties which they are selling. Potential purchasers will think twice before they purchase any properties developed by PVDSB if PV10 is badly maintained. I really don't know what kind of comments I would receive from the residents of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;PV&lt;/span&gt;&lt;/span&gt;10. In order to gauge the reactions from the residents. I do not wish to exercise any comment moderation on this blog. I just wish the residents should moderate themselves before they post any comments on the blog. Please do not use any vulgar words. Please do not raise any sensitive issues that may offend the feelings of other communities.&lt;br /&gt;&lt;br /&gt;The main objective of this blog is to provide &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;information on what the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;JMC&lt;/span&gt; is doing and to receive &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;feedback&lt;/span&gt; from the residents.&lt;/span&gt;&lt;br /&gt;&lt;span class="blsp-spelling-corrected"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span class="blsp-spelling-corrected"&gt;Many owners may be keen to know why I was appointed to be the chairman. The ex-chairman tendered his resignation without giving any reasons. We do not want to speculate on the circumstances leading to his resignation. It's history now. We have to move on. The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;JMC&lt;/span&gt; was left in a limbo and is unable to function. I took the initiative to call for a discussion among the existing committee members. I told them that we have to complete the tasks ahead of us. I was proposed to be the new chairman. The owners may well remember that during the first &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;AGM&lt;/span&gt;, I was nominated to be the chairman but I declined for the simple reason that I want someone who is a resident at Platinum to be the chairman. After going through all the events, I feel that the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;JMC&lt;/span&gt; needs someone who is competent to complete the task. I am not a resident but an owner. Many owners may use this an excuse to attack me. I am well &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_12"&gt;prepared&lt;/span&gt; for it. I feel that with the support of other committee members and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;PVPMSB&lt;/span&gt;, I've the confident and the experience to ride out the storm. I am a school teacher and time is not an issue to me. As an owner, I want my property to be well maintained too. I am well aware that a property that is well maintained will definitely increase in value. In the event that I cannot perform up to the expectation of the residents, I shall also resign. This is a not an easy task. Our condo consists of 800 units with many different races. There are bound to be differences in perceptions. Different owners want different rules for the condo.
